Cigar minnows are all "Round Scad",
Decapterus punctatus.  They are
typically between 6 to 9 inches long,
but they can grow to 12 inches.
It is common to catch them in cast nets or with sabiki rigs in similar
areas that you find sardines or threadfin.  They work well for trolling
for a variety of species such as
sailfish, barracuda, wahoo, king
mackerel
and bonito.  Dead cigar minnows work well for grouper and
snapper.
